What’s New for 2021
  • Despite rising health care costs and other financial challenges that universities are facing, your share of the cost for medical, dental and vision benefits will not change for 2021. No increases to your health plan premiums.
  • Beginning January 1, 2021, Lincoln Financial Group will replace The Hartford as the disability insurance administrator. Your short-term and long-term disability coverage will remain the same and the university will continue to provide long-term disability coverage to you at no cost. No action is needed by you. If you are receiving disability benefits as of December 31, 2020, those benefits will continue to be administered through the Hartford for the duration of your claim.
  • Effective January 1, 2021, the network under the CareFirst BlueCross BlueShield (BCBS) Indemnity and High Deductible Plans will be modified to the CareFirst BlueChoice Advantage (PPO) network. While members will still have access to the national PPO network, the enriched network will offer deeper discounts through network providers in MD/DC/VA, which in turn means lower out-of-pocket costs for participants. The PPO plan (previously indemnity) will continue to have the JHU Preferred Physician Network.  The employee cost share for out-of-network services by a provider not participating in the plan networks will increase to 30% in the PPO plan. Quest and LabCorp will remain-in network.  As a result of the change to include the CareFirst BlueChoice Advantage network, all CareFirst members will receive a new ID card in January.
  • Effective January 1, 2021, EHP will be expanding their provider network from Multiplan PHCS to the Cigna PPO.  All EHP members will receive a new ID card for 2021. More information to come.
  • Effective January 1, 2021, the CareFirst and EHP medical plans will include some changes to the lifetime maximum benefit that applies to infertility services. Coverage for comprehensive infertility treatments such as AI and IUI, advanced services such as IVF, GIFT and ZIFT, and prescription drugs related to infertility treatment will be subject to a combined $100,000 lifetime maximum. The cycle limits will not change. If you or a covered dependent are undergoing infertility treatment and are mid cycle as of December 31, 2020, your current coverage will continue through the completion of the current cycle.
  • The Health Care FSA maximum employee contribution will increase (new contribution limit to be announced by the IRS this Fall). As a reminder, you must re-enroll in the Health Care FSA and the Dependent Care FSA each year. If you participate in the Health Care FSA for 2020 and have a remaining balance, up to $550 will automatically roll over to your 2021 Health Care or Limited Purpose FSA with Discovery Benefits.
  • If you are enrolled in the High Deductible Health Plan, the Health Savings Account maximum contributions have increased to $3,600 for individual coverage and $7,200 for family coverage. You MUST reset your contribution amount each year otherwise, your HSA contribution will be set to $0. As a reminder, you can change your HSA contributions at any time during the year.
  • Remember to apply and reapply for the Child Care Voucher program for 2021.  Through this program, you have the opportunity to apply for tax-free assistance to help pay for child care for your prekindergarten children under age 6.  If you meet the eligibility criteria you could be awarded up to $5,000 in voucher funds to use toward the cost of your child care.  You must apply for the child care voucher program during Annual Enrollment.
  • As you make your 2021 benefit elections, we invite you to click on the United Way link in the enrollment site to elect your annual pledge. This annual campaign, in longstanding partnership with the United Way of Central Maryland, raises donations for nonprofit organizations working to improve the wellbeing of our neighbors.
Action Needed
  • You must enroll in the Health Care FSA and Dependent Care FSA each year during Annual Enrollment in order to participate. Up to $500 of unused Health Care FSA funds will roll over into the next plan year. Be sure to check your current balance so you can use your money appropriately.
  • If you are enrolled in the High Deductible Health Plan and contributed to the HSA, you MUST reset your contribution amount each year; otherwise, your HSA contribution will be set to $0. As a reminder, you can change your HSA contributions at any time during the year.
  • If you are not enrolling in JHU medical coverage for 2021, you will be required to submit a medical waiver form unless you have previously uploaded your waiver to the enrollment site. You will not receive the waiver credit and default medical coverage will be applied, if a completed waiver form is not provided.
  • If you do not enroll during the Annual Enrollment period, your current Medical, Dental, Vision, Life, AD&D, Disability and Voluntary benefit elections will carry over into 2021.

Before you enroll in your 2021 benefits, use ALEX, the university’s interactive, decision support tool.  ALEX acts as a virtual benefits counselor to help you learn more about your benefit options.  By asking you a few questions about your health care needs (your answers remain anonymous, of course), ALEX estimates the total yearly out-of-pocket costs (a combination of your premium contributions and the costs for the services you plan to use) for each plan, and recommends the one with the lowest overall cost to you based on your personal preferences. Making an informed decision about your health coverage can benefit you both medically and financially.

Events and Resources

Before you take action, it is important to fully understand the benefit options available to you. Take advantage of these additional resources and in-person events. Then enroll by October 30!

  • Attend a Virtual Annual Enrollment Town Hall or view the recorded Town Hall presentation to learn what’s new for 2021!
  • Stop by the Virtual Benefits & Worklife Fair on Monday, October 12 and Tuesday, October 13.  This interactive experience will allow you to access benefits information, visit vendor booths, and chat with JHU Benefits Service Center representatives online. Log in through Microsoft teams for a live Q&A session with a benefits representative from 11 a.m. to 1 p.m. on both Monday and Tuesday. After the fair, the site will remain open during the annual enrollment period and continue to be a source for benefits information.
