University Operations – Attendance & Pay
When inclement weather or other factors impact the university’s normal operations, there are specific attendance requirements and relevant pay guidelines that apply during university campus closures or delays. Attendance Guidance
In the event of inclement weather or other alternate operations, the university may announce a campus closure, delayed opening, or early dismissal. When such announcements are made, only employees designated as required attendance are expected to continue working as scheduled. These employees ensure critical operations and services continue during adverse conditions.
There are three categories of required attendance:
- Required Attendance Onsite: Employees in this category must report to their assigned work location as scheduled. These roles are essential to maintaining on-campus safety, facilities, and critical operations that cannot be performed remotely.
- Required Attendance Offsite: Employees in this category are expected to continue their regular work remotely during the closure or delay. Supervisors will provide specific expectations regarding work hours, priorities, and communication during the weather event.
- Non-Required Attendance, May be Asked to Work: In certain circumstances, and at the discretion of the department, staff not typically designated as Required Attendance may be called into action on a case-by-case basis. Whenever possible, such employees should be given advance notice that they might be called into service in unusual circumstances.
Managers & supervisors need to confirm with leaders and then directly with the employees annually whether their team is designated as required attendance onsite or offsite and provide any related reporting instructions. Employees who are not designated as required attendance should follow university announcements and remain home until normal operations resume.
Pay Guidance
If a non-exempt employee was not notified of their status, JHU will be required to pay them additional compensation if they reported to work onsite or offsite.
The following information below clarifies how to manage delayed arrivals or JHU campus closures from a pay and timekeeping perspective based on the categories listed above:
- Non-exempt required attendance employees who worked onsite or offsite will receive additional straight pay for hours worked during the closure period.

- Non-exempt required attendance employees who do not work their designated schedule during the University closure do not receive regular pay for scheduled hours. They must charge the time to vacation (if approved by their supervisor) or leave without pay (W) and may be subject to disciplinary action.
- Non-exempt non-required attendance employees who are asked to work onsite or offsite will receive additional straight pay for the hours worked during the closure period.

- e210s should be coded with a UCX for the hours worked during the closure.
- Non-exempt non-required attendance employees who were informed of their category and reported to work (without approval) during the closure will only receive their normal pay for all hours worked.

- Non-exempt non-required attendance employees who reported to work onsite or offsite by the designated opening time, will receive their normal pay during the closure.

- Use the UC code for all hours between their start time delayed arrival time and X or XO for the remainder of their workday.
- Non-exempt non-required attendance employees who did not report to work by the designated opening time, must charge the time to vacation (if approved by their supervisor) or leave without pay (W).
- Full and Part-Time Employees who are scheduled off during a delayed opening are not eligible for university closure pay (unless the university is closed for at least a half day). The leave designation for that day will not change as a result of the delayed arrival. Please refer to the vacation leave and sick leave policies for additional details.
- Full and Part-Time exempt employees who work onsite or offsite during a university closure will not receive additional compensation.
- Casual and Limited staff and students who do not report to work during the university closure do not receive compensation for the day. If they work during the university closure, they will receive normal pay.
- Bargaining Unit staff should refer to the CBA for their pay practices and rules.
